The Northeast Metro Tech Building Project is following the Massachusetts School Building Authority Process.
Module #2: Forming the Project Team – Completed December 2019 – selection of Owner’s Project Manager and Projected Designer
Module #3: Feasibility Study – Completed March 2020 – In this module, the NEMT District will develop their Educational Program which will be the driving force behind all future design iterations. Educational space summaries, definition of design parameters, and an evaluation of existing conditions will be developed in this module. Drummey Rosane Anderson, Inc will be tasked with transforming the District’s Educational Plan into preliminary design options including base renovation, addition/renovation, and replacement alternatives. Along with the various construction options, DRA is studying four different student enrollment options between 1250 and 1722 students for each option. Upon completion of the Feasibility Study, the District will submit the most educationally appropriate preferred solution to the MSBA’s Board of Directors for their consideration and approval.
Module #4: Schematic Design – Completed August 2021 – Module #4 involves creation of a final Schematic Design solution with enough detail to establish scope, budget, and schedule.
Module #5: Funding the Project – Completed March 2022 – Upon MSBA board approval of the Schematic Design, the District and MSBA generate a Project Scope and Budget Agreement based on the scope, budget, schedule, and MSBA’s financial participation. From there, the District seeks funding from the 12 sending communities. Once funding is approved, the District and the MSBA enter into a Project Funding Agreement, which defines the scope, budget, and schedule through the completion of the project. Once executed, the District may begin to submit reimbursement requests to the MSBA for eligible project costs
Module #6: Detailed Design – Completed August 2023 – Here the Project Team works to fine-tune the design, schedule, and budget in accordance with the Project Funding Agreement. Throughout this phase, the Project Team will generate and submit drawing sets and cost estimates to the MSBA for review and approval. The construction documents are then used to procure bids and award construction contracts to allow construction to commence.
Module #7: Construction: Estimated Completion Summer 2027 – In this module, Gilbane will manage the project schedule and construction costs with oversight by PMA, DRA,
and the District. The MSBA will also continue to monitor progress to confirm that the project remains on schedule and within budget. During construction, PMA will submit monthly reports to the MSBA documenting construction progress and will also submit costs to the MSBA for reimbursement.
Module #8: Completing the Project: Estimated Completion Early 2029 – During the closeout phase of the project, the Project Team will submit all documents/checklists/forms required by the MSBA for final audit. The MSBA will hold on releasing the remaining 5% of reimbursable project costs to the District until the final audit has been completed.
